Balfour Beatty Capital has a comprehensive approach to creating and caring for essential public sector assets. At every stage of the project lifecycle, initiation, planning, execution and operation, we use our unique project management systems and extensive worldwide experienced to make sure that our projects are financially, socially and environmentally successful. |
At the beginning of a PPP project, we focus on laying the groundwork for future success by identifying the needs of the community to help increase their quality of life. We work closely with public authorities, unions and all other interested parties.

This stakeholder inclusion early in the process allows us to plan for the successful operation and management of building facilities, roads and transportation systems. Read more about our approach to working with stakeholders and the community.
Execution and operation
Our goal is always the long-term benefit to the community. We are committed to whole-lifecycle value in designing, building, and operating building facilities, roads and transportation systems. At all times, we plan for and expect high sustainability, both for the environment and for the community. This means that we ensure that our materials, processes and personnel all comply with ISO 14001 standards. With every project, we reduce our impact on the environment. We fully acknowledge that the fundamental objective of the public sector is to secure best value for money. On PPP projects, this usually means minimizing its contribution to the project costs. As a leading investor in PPP projects, we are able to secure competitive private funding together with efficient commercial and contractual packages with optimal risk allocation.
Balfour Beatty Capital has successfully engaged with many public sector authorities, and we understand the importance of rapidly developing a shared understanding of what constitutes good partnerships. To this end, we have deployed the Partnership Assessment Tool developed by the UK Government and the Nuffield Institute at the University of Leeds, UK. The tool assists in the development of partnership goals and aspirations leading to the publication of a partnering charter that we have signed with project stakeholders on previous projects. The charter captures partnership values and leads to the development of Key Performance Indicators (KPIs) by which the success of the project is measured. The overall objective is to create trust between our clients and ourselves in order to ensure healthy partnerships. Read more about the Partnership Assessment Tool.
