Balfour Beatty Capital offers a fully integrated range of services for Public-Private Partnership (PPP) highway projects, from design and engineering, through project and program management, to construction services, private finance, operation and maintenance.
Our team is expertly trained throughout the entire process of creating roads. This includes planning, design and studies in feasibility and environmental impact. This also includes construction and ongoing maintenance, as well as planning and executing periodic lifespan resurfacing and reconstruction. We also maintain and update street lighting and highway signs.

Experience in the U.S.
The Balfour Beatty Group has been involved in some of the world’s largest and most challenging infrastructure projects, including the following:
- SH 130 in Texas—one of the largest design-build transportation projects in the U.S.
- SH 170 in South Carolina—a design-build project, which involved constructing a 9,000 foot bridge, a 1,400 foot bridge and 12 miles of roadway
- The Golden Gate Bridge in California—a challenging seismic retrofit project to help reduce the bridge’s vulnerability to earthquakes
Experience in the UK
Balfour Beatty Capital is responsible for the design, construction, operation, maintenance and management of four successful UK road projects, encompassing 133 miles of roadway, with an asset value in excess of $1.8 billion and with annual revenue of more than $180 million. Additionally, we are currently operating several PPPs for the design, provision, maintenance and management of street lighting and signage, with an asset value of over $121 million.
